Widows Update error 064c

Hi everyone
I wonder if someone can help with a update question in vista
home premium
every time I install an update my computer comes up with a
license change screen and directs my to validation which I have been through.
One of the updates which always fails with a 000064c code is MSXML 4. The
only way I can use my new machine is to cold boot safe mode then system
restore
When I turn my computer off normally it starts normally
