Actually, you still have ActiveSync blocked. When you sync with your Ipaq,
you connect to you system via an IP address. Regardless of what program you
are trying to connect to, you get blocked right there.
Find out the IP address of the Ipaq. Allow that IP address through your
Firewall (usually, Personal Firewall, Configure, Networking). Typically,
this requires you to trust your Ipaq (and any other computers on your
network).
Now, provided your Ipaq can find your desktop, you should now be able to
sync.
