Try using a different browser? Or testing an HTTP connection with telnet 80?

If either of those don't work your problem is with your OS networking
not just with IE. Then you may find more informed help from a newsgroup
or forum which specializes in that. Unfortunately there are no W7 newsgroups
on the msnews server (that I am aware of) so I can't cross-post to one.
There is a however a web forum you could try:

Mine is doing the same thing.

But if you go to IE/Tools/Internet Options/Connections/LAN Settings
and then check Automatically Detect Settings

then refresh your page -mine works

but if i reboot it clears this setting and I have to do it all ove
again.

Maybe this can help you -help me :

"check"? Is a proxy involved?

If a proxy is involved you may need to get an IEAK modified version
of IE which helps support that.
