Win-98SE system won't boot after applying updates

My friend's Win-98 (2nd edition) system was
applying updates (sorry, don't know exactly which ones).

It got interrupted (power cycle) during the update.

Now, he says, it justs sits at the bootup screen and won't
boot up. He DOES say that it will come up in SAFE MODE.

Based on that symptom, can anyone suggest what he should
try now (to go either backward or forward) to get the
system to boot up normally?
