A win script to check whether the dir is empty or not.

I am new to windows script. I am trying to make one to check a
directory on the windows 2003 server and to send e-mail to the system
admin if it is not empty. I had done this on the Unix a long time ago
but I am not how to make it on the MS windows. Any help would be
really appreciated.
