Win Update/ Certificate Authority

Help lease. As I read in an earlier thread, I to am having problems with
Windows Update. I have Win 98 and trying to do my taxes and get 'Certificate
Authority Is Invalid Or Incorrect. Go to the Win update site to re-einstall
Root Cert and nothing happens. Get message stating 'Software Update
Incomplete'. Everything on left side to select for downloads is grayed out.
