80190197 = Proxy authentication is required.

You have a web proxy configured, and that proxy requires you to authenticate
with it.

Your web proxy administrators might need to reconfigure the proxy to allow
access to Windows Update web sites without user authentication.

I guess this problem arose after you installed the new Windows Update agent
v3.0?
