Win Update errors 8024401 and 8024402C

I had error 8024402C

I tried the suggestion from Microsoft to

clear out proxy exeptions list then

run cmd then proxycfg -f followed by net stop and start for wuauserv.

This didn't work. I ran proxycfg -u. This did not work either. I started
getting the 8024401B error.

I am running through a proxy, but others are not gettig the error, so i
assumed it was not settings on our ISA Server.

I decided to check my services and see what was and was not running. The
Service "Windows Installer" had stopped.

I started this, then ran updates and they worked fine.
