I was able to fix my problem by turning off Norton Anti-Virus and Norton
Internet Security and preventing these from automatically starting at start
up. Then restarted the computer without any protection, but the Windows
Updates installed smoothly.
After re-starting, I again turned on Norton AV and Norton IS and switched
them to start on start-up. So far, no problems. I do notice that it takes a
while (about 2 or 3 minutes) for Norton AV to become "Enabled". Before then,
my Internet Explorer is not operative. After it becomes enabled, there is no
(aparent) problem.
Hope this helps someone. It was a struggle to get to this point.
