Update it would be more appropriate for you to have made this post
in the ie6.browser newsgroup.
One possibility is that the page contains a some kind of redirect
in either script language or in an HTML META HTTP Refresh directive.
In that case some of your Security options would be the cause of the
symptom by preventing that operation from taking place.
If you wanted to leave the options alone you could inspect the source
(e.g. press Alt-V,c) and then extract the necessary information
to construct the redirect URL manually in your Address bar and
continue from there. Etc.
Notice that in the preceding scenario simply refreshing or reentering
the original URL as you seem to have been doing is most likely just
to recreate the blockage that you either have to work around
(e.g, as described) or avoid by changing the security settings which
are causing it.
