Apparently others have experienced this problem. I have tried all the
suggestions to fix the problem I have been able to find on the web.

Win XP SP3 stops when it comes two Beethoven songs for the All
Users\Documents directory which is read only and a system file that will not
accept any kind of change. Switching to Safe Mode and deleting or renaming
file won't work. Trying to edit SFC-OC.dll suggestion won't work because Hex
Editor does not find the suggested data. The MoveOnBoot program won't change
the file either. Thee appears to be no way to get rid of the All
Users\Documents folder so that SP3 can finish installing. Is there any way
possible aside from tossing the hard drive into a blast furnace to melt it
into something useful?

The computer was donated to the church without the system CD's and has SP2
installed. It has DISE on the DISE Partition but even using DISE to a new
hard drive didn't work

See

Or any of these:

WinXP SP3 - Read all prerequisites for a successful installation
http://msmvps.com/blogs/harrywaldron...tallation.aspx

Free unlimited installation and compatibility support is available for
Windows XP, but only for Service Pack 3 (SP3) and *only until* 14 Apr-09.
Go to http://support.microsoft.com/oas/def...spx?gprid=1173 | select
"Windows XP" then select "Windows XP Service Pack 3"
