Win2k Server SP3 0x80070643 error installing .Net Framework v1.1 S

Currently running Win2 Server with Service Pack 3 and wether I try to install
..net framework v1.1 SP1 via Windows Update, It fails. I receive in the
\winnt\windows update.log file the error 0x80070643. I have seen several
possible fixes for winXP but none as of yet for Win2k Server
