I solved the problem thanks to various other posts here and a lot of poking
around.
Here is what I found:
The problem is with something called BITS which is the Background
Intelligent Transfer Service
What did not work was various attempts to download and install an update.
That was irrelevant.
I did right-click on My Computer and did Manage.
Then: Services and Apps - Services
Double clicked on Background Intelligent Transfer Service
It failed to run and gave an error code of 2147024894
I Googled this number and found this link:

This explained the solution:
Run Regedit
Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\BackupRestore\
Then add the key:
FilesNotToBackup
so there is now a key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro
l\BackupRestore\FilesNotToBackup
You don't need any data in this key. You just need the key.
Go back to
Right-click on My Computer and do Manage.
Then: Services and Apps - Services
Double click on Background Intelligent Transfer Service
It should now start (it did for me!)
Then when I ran Windows Update it worked!
It seems extraordinary how Windows is so amazingly bad at troubleshooting
its own defects. Glad others out there gave me what I needed to solve this!
