Win2k3 SvR - RDP not working ?

So we have 2 DC's....the 2nd one has seemed to stop accepting RDP connections.

Looking into it with netstat the SvR is not listening on 3389 like the other
one.

Disabled RDP and re-Enabled it...with adding correct Domain Users with
passwords and the right privledges. Still no listening on 3389. I do not
know why.

Recent updates to the server have been 2 from windows updates and symantec
anti-virus corporate 10 - it is a SAV10 server for all the clients, and RDP
was working before with it.

Ideas ?

Checked Services....Had to start Terminal Services...it was disabled !!!! wtf
