Win2k8 std. Cannot specify NTP settings

I am trying to change the time settings on some new Win2k8 std. servers.
When I choose Adjust Date/ Time, go to the Internet Time tab...

- One of the servers shows that it is configured to sync against
time.nist.gov and shows the last sync time.
- The other server shows no information at all.

When I click the Change Settings button...

- On the server that shows the NTP server and sync time the settings dialog
box displays as expected and I can modify the NTP server and enable or
disable NTP.
- On the server with the black Internet Time tab, clicking the Change
settings button does absolutely nothing at all.

I have verified the following:

Fresh builds of win2k8 std. 64bit fully patched (They are Hyper-V guests)
I am logged in as administrator (there are no other users currently)
Windows Time service is running
NTP is allowed through the firewall
Both have the exact same connectivity to the internet.
All other time options are perform equally so far as I can tell.

Any Ideas?

As an update - rebooting the server did not help the issue, however, once
running, I was able to restart the Windows Time service which restored the
missing functionality. This appears to be a workaround as I haven't tested
long-term yet.
