HarleyBob,
Sometimes the ActiveX controls are damaged and will give that error
message. It could be related to the antivirus program installed, malware
present on the system, etc.
See if the steps for Windows 98 laid out here are of any assistance :

If not, post back and we'll keep whittling down the possible causes.
One question ... when the system first boots up do you have a prompt to
logon and you click Cancel/OK (with a blank password) to logon ?
