This issue can occur if any of the following conditions is true:
1. Some third party background programs, such as anti-virus programs or
firewall, block access to the Windows Update website.
2. The proxy settings are incorrect.
3. The Host file is corrupted.
4. There is a problem with the server of the Internet Service Provider (ISP)
that blocks access to the Windows Update website.
5. The driver for the network card is not working properly.
6. The network card is damaged, impacting the Internet connectivity.
We will address some of the more common causes of this issue. It is
important that we attempt to connect to the Windows Update web site after
each step to confirm whether the resolution has worked. This will prevent us
from having to proceed with additional troubleshooting steps and provide us
with valuable feedback to further develop our support resolutions for you and

Suggestion 1: Disable firewalls or other Internet browser programs that can
affect the Internet connection

Certain third party application can be the cause of the issue. Let's first
try disabling or uninstalling any third party security applications you may
have installed on the computer. Please be advised this is for troubleshooting
purposes only and once we have addressed the issue you should immediately
re-enable or re-install the applications. If the third party security
application is determined to be the cause, you will need to contact the
vendor about the applications' compatibility with Windows Update and obtain
their assistance in configuring the application to allow Windows Update.

Once you have disabled or removed any third party security applications,
please check our access to the Windows Update web site again. If you
encounter problems disabling these programs, we recommend completely
uninstalling the program, for troubleshooting purposes only, from the
computer. Before uninstalling any application you may want to re-install,
please ensure that you have the CDs or files needed to re-install it, and
have enabled your Windows Firewall.

Suggestion 2: Reset the proxy list (and bypass list)
=======================================
These steps will help us clear the proxy settings, and enable the computer
to connect to the Internet directly for troubleshooting. If your computer can
only connect to the Internet through a certain proxy, please ignore the steps
below, and let me know. In that situation, the cause may be the proxy
provider who blocks access to Windows Update, and I strongly recommend
contacting the proxy provider.
Remove invalid characters from the proxy exception list and then clear the
proxy cache.
1. Open "Internet Explorer".
2. Under "Tools", select "Internet Options".
3. Click on the "Connections" tab.
4. Click "LAN Settings".
5. In the proxy settings area, please click the "Advanced" button, and
delete any entry in the "Exceptions" section.
6. Click "OK", and return to the previous window. Clear the proxy server
address, and uncheck the option "Use a proxy server for this connection".
7. Quit "Internet Explorer".
Next, clear your proxy cache.
1. Click "Start", and then click "Run".
2. Type cmd in the Open box to get a DOS prompt.
3. Type proxycfg -d at the command prompt, and press "Enter".
4. Type net stop wuauserv at the command prompt, and press "Enter".
5. Type net start wuauserv at the command prompt, and press "Enter".
Note: If you use a router to access the Internet, please remove the router
and connect the computer to the Internet directly. This issue can be caused
by incorrect router configurations.
Let’s now try Windows Update again and see if the issue has been resolved.

Suggestion 3: Rename the Hosts file
============================
The Hosts file is used for host name resolution. If it has been modified, we
will not be able to access the Windows Update site properly and will receive
an error code.
1. Click "Start", "Run", type "%SystemRoot%\system32\drivers\etc" (without
the quotations) and then press "Enter".
2. Right-click on the file "Hosts" (without quotations) and choose "Rename".
3. Rename the file to "hostsold" (without quotations).
4. Then, clear the "DNS" (Domain Name Resolution) cache:
1). Click "Start", "Run", type "cmd" (without quotations) and press "Enter".
2). In the open window, type: "ipconfig /flushdns" (without quotations) and
press "Enter".
Note: The Hosts file will be generated automatically after removal.
