This happens if you have problems with the Software Distribution folder or
Windows updates fails.
You can follow this article and check what happens

If still no help then try doing this steps.
Start-> Run-> Services.msc
Stop Automatic Updates, Background Intelligence and Cryptographic Services
Then, Rename SoftwareDistribution folder and CatRoot2 folder from the
location c:\windows
Then start the services we stopped. Then try to perform windows updates.
