Window Folder Problem

Hi.

I have a problem in one of the "Windows Subfolders"
C:\Windows\Web\Windows DreamScene
If I open this folder the green loading animation in the address bar is
starting to run everytime I open this folder and the CPU is blowing up
skyhigh.
I noticed that something was wrong when I tried to change the desktop
background to Dreamscene and it kinda was freezing my system for a while
until the desktop background was changed.
It might got something to do with the Windows Update because the Dreamscene
content pack failed 3 times to install.
If I change the background to one of the videos in the "Sample Videos"
folder it works in a second.
Please give me some advise on how I can fix this.
