Window installer does not access; can not install programs

I tried to install Taxcut 2007. The business installed fine and after
extraction the home version gave the message that "windows installer can not
be accessed. may be because of running in safe mode, otherwise call sys
admin". Called Taxcut who said to install windows installer 3.1. So I found
it (WindowsInstaller-KB893803-v2-x86) and ran it. It does say Windows
installer 3.1 redistributable (what that means I don't know). Now I
can not install anything. I always get the same error message. When I go to
msi.dll for properties in the System 32 folder, i get 3.1.4000.4039 as a
version number. I am still getting the error message the same. I have tried
several remedies such as renaming the old software download file and
reinstalling 3.1 serveral times. Any thoughts? Can I reinstall original
from the mfg. windows disk? I have XP home, SP2 OS. Thanks much.

There was a later update to msi.dll that put it at the same Version as
the one on your system, 3.1.4000.4039:

Try this if KB927891 and Windows Installer (KB893803)are both listed in
Add/Remove Programs in the Control Panel ... uninstall KB927891, reboot
the system if requested to. Then uninstall KB893803, reboot.
Reinstall KB893803, reboot.
Install KB927891, reboot.

IF *just* KB927891 is listed in ARP, uninstall that, reboot, then
install KB893803 and reboot.
Than install KB927891 and reboot, if requested to.

Did that get Windows Installer installed ?
If not, please post the contents of the KB893803v2.log that is located
in the WINDOWS directory [folder]

Hi Grafton
I looked under ARP but could not find any of those. I even checked AR
Windows Components but still no luck. I have been in there many times but
cannot recall having seen it labeled. Any idea how I can find it? Thanks for
your help.

I get the similar problem when using Windows Installer. No further windows
update, office update or exe file can be installed. The log file is posted as
