It sounds like one of the emails on the server may be corrupted.
In your browser go to your Rogers webmail portal and log in.
Then clean out all the folders in your webmail. If you want to save
any messages, create a new folder and move those messages to the
new folder. Empty the spam and thrash folders also. Close webmail,
then try Windows Mail again.
The difficulty with deleting messages is a separate problem.
Try running the various repair functions in the WMUtil program:

If no improvement, upgrade to Windows Live Mail:
http://download.live.com/wlmail
You can reinstall the AVG antivirus, but don't use its default install option.
Select 'custom' install, which then allows you to unselect installing its
troublesome email scanning module.
