window ME- update error 0x80096004

This is my second attempt at posting this issue. My ie5.5 gives me spotty
internet usage, with pages that I view from other computers regularly unable
to load on my home computer (hand me down recently acquired). When I try to
go to Windows update it dies almost immediately when scanning for updates and
gives me the error above (0x80096004). I would like to update to ie6 however
it fails every time I try to install it. Without windows update I'm having
difficulty finding what security updates are needed for my computer, and for
IE in particular. I'm running Windows Me on a Pentium(r) III processor w/128M
RAM. Any help that anyone can give me with this error would be greatly
appreciated.

1. Have you kept the machine fully patched up till now? Support for Win9x
(Win98, Win98SE, & WinME) has ended and no updates have been released for
Win9x since June 2006.

2. You must have IE6 SP1 installed in order to be able to use Windows
Update, Mark. Tell us about the failure.
