Window resizes smaller when I click in IE7

When using IE7 when I click on the scroll bar or sometimes anywhere else, the
window shrinks to about half the screen. It appears others are having the
same problem. Any Solutions???

From what size does it shrink, full or partial screen (but > 50%)

It goes from full screen to about 50% in the "off" center of screen...
