Is there a way to maintain a window's size once it is set by the op? When
I open Control Panel, the window is always smaller than I like - so I
enlarge it. The next time I open Control Panel, the window has reverted
to it's original size. Also, when one program opens another, how can I
set the second program's window size?

It totally depends on which window. Actually on the program you are
running. Some remember, some don't.

I guess CP is one that doesn't.

Anyway, if I'm wrong, hopefully someone will correct me.
