Window Update Website Not Accessible

When attempting to connect to the Windows Update website, IE 6.0 hangs and
does not allow me to access the site. I have followed a number of different
threads indicating that I should delete files in the Windows/Software
distribution folder. There is one file BIT10C.tmp that claims is in use by
another program. What program is it? It is the only file that I can't delete
from the system. If you have any other suggestions, basically my automatic
updates are freezing at 42% download and I cannot update my system. Thanks.

Windows Update Troubleshooter
http://v4.windowsupdate.microsoft.com/troubleshoot/

1. Open Internet Explorer, click Tools, click Internet Options, click Connections, click LAN
Settings. Uncheck "Automatically Detect Settings" and "Use Automatic configuration script"

2. Also in the Internet options, General tab, click the "Delete files" Button, to Clear all
temp files, including off-line content, click the "Delete Cookies..." button.
