window updates dont run

sorry about my english, i not good at it.

its about the security center (in control panel) that keep pop-up after i
started the computer and asking me to activate automatic update. i did on but
the icon stays at the taskbar, also i couldnt run windows update manually
either. it gives me an error about "start>run>services.msc>automatic updates"
etc etc...
and my explorer.exe keep on crashing after i start up the comp too. i tried
to run the exe from the task manager but when the explorer.exe starts it
immediately ends then automaticly run the explorer.exe and quits again.
i just formatted the comp last few days.

XP home edition SP3 (i already have the windows update problem when it was
in SP2)

btw, the security center part was when i click the Activate Automatic
Update, it gaves me error, im not sure what was it.

also i cant run my computer on normal mode, the boot-up just hang at the
middle part(right after the "Window XP" loading).

im using safe-mode now, so please reply asap

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender) are installed? What
third-party firewall (if any) is installed?
