WINDOW XP MCE Can not download Program Guide and other problems

I am using a HP Pavilion A1520N desktop computer running
WINDOWS XP MCE with SP3 installed and all current updates as far as I
know.
About a month ago I noticed that the program guide was not
updating. A message says Media Center updating the Guide but nothing
is ever is downloaded.
I sometimes get an Error 13 when trying to do it manually.

I have tried to reset every thing from scratch as If
I was setting up Media Center for the first time, but it does not
work. I get to the point where you type in your ZIP Code and Media
Center starts to look for stations in your area and it sits there and
never downloads any information. I am thus stuck with stations that
were found the last time I did this process. I have also noted that
there are channels listed in the station list that do not exist in my
area; especially analog channels. At present there is only
analogChannel 25 operating in the Chattanooga/Cleveland TN area and
yet many more analog channels are listed.
Also I can still look at live TV,but when I switch channels. I get a
Black screen and the only way to get back to Media Center is to press
CNTRL ALT DEL and then it usually come back to the channel I wanted
to change to.
Is there some file that might be corrupted? Is the some file I can
delete and then Media Center will recreate it correctly?

Is it possible that it's a network/firewall problem? the fact that it hangs
like that would seem to indicate that it simply cannot reach the site for
downloading the data.

Is anything here of any use?
