I haven't been able to run Windows update on my computer for almost a year
now. for some reason all of a sudden i would get this message that only the
administrator could do it. I am not on a network and never have been. Even
when i sign in as the administrator it won't let me run the updates. what can
i do?

Get Windows XP Service Pack 2 with Advanced Security Technologies:

I when i went to the site and did what it told me to give everyone
permission, there was no option under the Edit button "permission". it still
won't work.

Those instructions don't list your OS.
If W2K is like NT4 RegEdit wouldn't be used to do that;
try RegEdt32 instead.

BTW you may get more informed assistance from a newsgroup
which supports your OS.

Also, FWIW I had a similar symptom on my XPsp2 which I suspect
would have been fixable by using the repair procedures given here:

<title>KB813444 - How to troubleshoot situations where you cannot complete MSN sign-up
or connect to SSL secured (128-Bit) Web sites by using Internet Explorer in Windows XP</title>

In particular I suspect re-registering initpki.dll would have helped me.
YMMV.

Hmm... here's an article for your OS which at least mentions that module

<title>KB822798 - You cannot install some updates or programs</title>

(MSKB Boolean search for
initpki AND kbwin2000search
)

Good luck
