windows 2000 outlook express 6 sp1 (kb823353) wont install

I ran the windows update and it shows this needing installed and it runs
through like it is installing it and then it says it has finished updating my
computer. But once it is done the windows update pops up again with the same
update. Even after restarting it keeps popping up the same outlook express
update. What is going on here.

If you have the security update KB897715 (MS05-030) installed,
it could be caused by that.

Temporarily uninstall KB897715 (from Add/Remove Programs), and see if
KB823353 (MS04-018) installs successfully. Then install KB897715 again.

Thank you very much. Fixed the problem. Why is this so. Shouldn't the
updates work no matter what? I mean Microsoft is the one who puts them in
the order they come in anyways. Thanks.
