This is not a Windows Update problem.
First try a search because this seems to be a very common problem
with many different solutions.
E.g. using the XP Help and Support Center (press Win-F1)
and setting the options to 50, Title Only, MSKB info on Windows 2000 only
and then searching for 0x0000007B I was able to get 41 hits.
Or switch to Google Groups and search there

In the case of the OP my guess is that by installing a new drive
the drive letters were changed and this made the boot.ini file
either inaccessible or invalid.
