Windows 2000 server Service pack 4 gives Control ID not found

I can download the service pack but upoen installation it gives message,
"Control ID not found" and it cannot continue the service pack 4 install. I
have tried numerous times and as well as through Safe Mode with no luck. I
have also disabled all AV programs and still no luck. Help please? TIA

The referenced page on restoring default security settings tells me how to do
it but not what it will do. Is there any way I can find out what happens when
I reset security settings? E.g., which settings would need to be changed and
why?
