Windows 2000 Terminal server with 2003 domain controller

I'm preparing to upgrade our domain from Windows 2000 to 2003. There is one
Windows 2000 terminal server in application mode on our domain, and the
current Windows 2000 Domain controller is running licensing for it. Once I
upgrade to 2003 (I'll be replacing the current Windows 2000 domain controller
with a new 2003 server through dcpromo), how will licensing for the terminal
server be effected? In 2000 domains, the licensing is supposed to be run off
the domain controller, since that server is getting demoted and shortly after
removed from our network, where should licensing be run in this scenario?
