Windows 2000 Update Files No Longer Registered

Something has become corrupted with my Win2000 update. Every time I go into
it, it tells me that "Files required to use Windows Update are no longer
registered or installed on your computer." There are two radio buttons
displayed. One says to register or re-install the files now, the other says
to learn more about what may be needed. The default is to register or
re-install, and there is a button that says 'Continue'. I've taken that
option several times and here is what happens: A message comes up that says
windows in installing and registering the needed files with a progress bar.
After it progresses to 100% a message pops up that says the files have been
restored. Then when I go back to Windows Update, it still says that files
required are no longer registered or installed.
It is like an endless loop & nothing gets fixed. I am supposed to be on
Service Pack 4 of Win2000 5.00.2195 and have IE Ver. 6.02.2800.1106IC.
Can someone tell me how to get this fixed so I can again get updates to
Win2000?

In looking thru additional posts I came across a recommendation to run
regsvr32 for msxml3.dll. When I tried that it failed with the error code
0x80070005. What does that mean, & what do I try now?
