Windows 2003 Server R2 Local Security Policy

I need to use the local security policy on a windows 2003 server r2 to update
the printer security setting for an application.

I added Group Policy Editor snap-in. Verified that local security policy
appeared in the list. I expanded \local computer policy\computer
configuration\administrative templates\.

The only item listed is windows components. "Printers" is not listed.
Neither is System, Network, etc.

This server is a member server in a domain. I logged on to the server as
domain admin.

What do I need to do to get in order to get "system, network, printers, etc"
to show up. Thanks.
