Windows 3.1 Installer fails to install

I keep getting the update to install 3.1 Installer but it won't install. I
had done a repair on Windows, and I have lost all of my updates, and it is
making me install this 3.1 Installer update before I can update the rest. But
like I said it continues to fail it's installation.

I had the same problem after doing a repair, found this in another post. It
worked for me after trying a dozen other things.

start / run / cmd.exe

and at the command prompt, type

secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb

Well it says secedit is not an internal or external command

Thankyou...I had the same problem after 'repairing' my xp installation after
replacing my motherboard...I ran the script and after it prcessed 4013 files,
I successfully completed the windows update required windows installer 3.1
update which allowed correction of a 3.0/3.1 version conflict in the msi.dll
file (among others?)...ran into this problem in the past, but couldn't
remember how to resolve it and found a solution somewhere in the microsoft
database, but after innummerable searches I failed to find the article I
located 3 or 4 years ago...thanks for nothing, Microsoft...thankyou, Kenl. b.
