windows 7 cannot update？

my windows cannot update and the code is 80070426! i think it is the
'Cryptographic Services' problem as it is not started. How to solve it?

Clean installation or some upgrade?
What AntiVirus application is installed?
What AntiMalware applications have you used?
When did this problem begin?
Any third-party firewall applications?
