Windows 7 issue

I have Win 7/64 pro and am fairly happy with it with an exception:

Every time I receive a notice (at the bottom of the screen) about
"Windows updates available, click here", I only move the mouse even
slightly and the click-me pop up instantly disappears.

This makes it impossible to click the pop up.

This problem also happens with similar pop up statements from some other
softwares, but not all of them.

Is this really how it works for everyone or am I special?

How do I fix this short of switching to Linux?

Doesn't happen for everyone, you're probably special. Seriously, it's most
likely a mouse driver issue. Try a different mouse and see if it's the same
behaviour.

Those windows are certainly not the only way to get to the functionality
they're displaying. For example, in the case of updates, clicking on the
uparrow at the left edge of the notification area will bring up all the
various things going on there. Click on the one for updates and you'll go to
the update page. Or open a browser and go to Update.microsoft.com.

Personally I view those as more of a nuisance than a value.

I totally agree, usually there is a prebuilt link accessable via your
start button for going directly to the microsoft update service, thats
what i use on my PC. I like being able ro review the suggested updates
before allowing windows to blindly update just cause ma MS sayz so.

Look forwards to many Tuesdays being informed of MS updates (Mostly
security ones at that)
