Can anyone please tell me when the "Windows 98 Q823559 Update was first
issued, and why it is shown as KB823559 on the Microsoft website?

According to KB 823559, it was July 9, 2003

The same date is mentioned in

I see nothing in old newsgroup posts to indicate that the date is
incorrect.
Is there a reason you ask?
