There seem to be plenty of hits, so many that I suggest you filter for
threads which contain only answers from MS. For example:
80090305 OR 0x80090305 MSFT OR MS group:microsoft.*
One common theme in resolved incidents seems to be that reinstalling
IE helped. Normally in that case I would suggest trying an IE Repair
first since it does much the same stuff after verifying that the necessary
modules are present. However, in this case I don't think that that would
help because the error apparently has something to do with security.
Perhaps you could reduce the time of a full reinstall to something like
the repair procedures in KB261328.
