No, it is not possible to "unactivate" an operating system.
Since Windows 2003 Web Edition is only available ...
- To Microsoft customers with Enterprise, Select, and Open licensing
agreements.
- To service providers with a service provider licensing agreement (SPLA).
- Through Microsoft original equipment manufacturers (OEMs) and System
Builder partners.

You can try to contact the Microsoft Activation Group - 1.888.571.2048 ,
they maybe able to assist you further on this topic.
You may need to contact Compaq as well, if they purchased the license for
you.
