Windows Automatic Update keeps going to disable on restart

Hello,

Over the past few days every time that I start my laptop, my Norton Security
detects a problem that windows automatic update is not enabled. I have
figured out how to fix the problem by running services.msc and (1) enabling
'Automatic Updates' on automatic and hitting start; and (2) enabling
'Background Intelligent Transfer Service' on manual and hitting start. But
normally, of course, I wouldn't need to do this - windows automatic updates
should initialize right at startup.

I have scanned for any viruses or adware that might be causing the problem
using Norton first then Ad-aware, but this has not helped. Does anyone know
how this problem can be fixed? Or at least what might be causing it?
