windows automatic update wont start downloading

As of yesterday Windows automatic update wont start downloading. The yellow
shield just wont appear...My computer is newly reformatted and a fresh valid
copy of Windows XP Home Edition Swedish is installed.

I cant see anything wrong here, but what appears to be the most common cause
for not starting the download is:

DnldMgr * Update is not allowed to download due to regulation.

What does this mean?? It has never happened before. Is the MS servers
overloaded and Im being placed in some sort of queue or what??

Any advice or suggestions would be appreciated!!
