Windows automatic updates deleted my services.msc file, help!

Yesterday, 12 Nov, when I went to shut down my computer windows automatically
installed 8 updates to Windows Vista Home Premium edition. Upon reboot I
lost all access to personalization, user accounts, windows update and many
other windows services. Most of the time the pop-up that's supposed to open
after clicking on the hotlink in control panel looks like it will open but
then doesn't. Once in awhile I get the following error message:

"MMC cannot open the file C:\Windows\system32\services.msc.

This may be because the file does not exist, is not an MMC console, or was
created by a later version of MMC. This may also be because you do not have
sufficient access rights to the file."

I'm logged in as an administrator and when I tried to fun services.msc from
the cmd prompt it asks for permission and then displays the same error. I
tried to use system recovery to roll back prior to the automatic update but
Windows won't allow me to open backup and recovery, or system restore.

I've also run a virus scan and spyware scan and both came back with zero
infections. The only change has been the automatic updates. Is there a
solution to his problem and how do I implement it please!
