Around the time I recieved the new updates today, the edges on my windows
started blinking. It also effects text boxes. Everytime it blinks, whether or
not I have a window open, it closes my start menu when I try to use the
search bar. It also stops me when I am trying to select a bunch of files or
applications. Is there anyone else with this problem, or knows how to fix it.

Yup - me too - thought it was my graphics card. Restarting seems to
clear it, but it happens every day again...

It sounds like you installed a video driver update from Windows Update.
This is nearly always A Bad Thing to do. You can see the history of your
updates from the Windows Update applet in Control Panel. If you did
install a video driver, you can roll it back to the one that worked.

If you don't see a video driver update or the rollback doesn't work,
reinstall your video drivers. General drivers information:

Never get drivers from Windows Update. Get them from:

1. The device mftr.'s website; OR
2. The motherboard mftr.'s website if hardware is onboard; OR
3. The OEM's website for your specific machine if you have an OEM
computer (HP, Dell, Sony, etc.).

Read the installation instructions on the website where you get the drivers.

To find out what hardware is in your computer:

1. Read any documentation you got when you bought the computer.
2. If the computer is OEM, go to the OEM's website for your specific
model machine and look at the specs (you'll be there to get the drivers
anyway)
3. Download, install and run a free system inventory program like Belarc
Advisor. The older Aida32 is good for this, too although it might not
work on Vista.

I had/have the exact same problem. The edges of the windows star
blinking and when you select a menu or text it cancels the menu o
highlights the text so you over type it. When the blinking starts i
occurs in ALL windows. Explorer, device manager, outlook, even i
Crysis........whatever is open. It IS NOT a video card issue or driver
I had the issue with my 7600GT and now my 8800GTS and also tested
6600GT. I have found the cause of the problem in my case though. It i
well known that for various reasons (in my case logitech setpoin
messing with it) that sometimes on exit OUTLOOK does not close. It stay
open in processes. If you get this issue just open task manager and loo
for outlook.exe in processes. Hightlight and end process. I bet you tha
stops the flashing. Annoying but at least its not a major and as it i
only every now and then its not a biggie. Hope this helps

I am having the exact same problem, I checked for outlook and it isn't
running(which I figured as I never use it) It is a VERY annoying bug, PLEASE
HELP!

Hi,

I have the same problem. It won't even let me type 'www.vistax64.com'
(http://www.vistax64.com) because the window "refreshes" so quickly.
What I did, was going through my active processes and started to end
processes to see what would stop the "refresh". I found that when I
stopped the processes for explorer, my window became useable. But this
meant that I don't have any desktop icons or start button, taskbar,
etc.

The problem is not related to the video driver, since I am using a
brand new driver provided by HP. my computer is a tablet PC. It was
working fine until I decided to upgrade the bluetooth driver (which was
made available on the HP website).

If anyone finds a solution for this, please post or email me at theiss
(at) shaw dot ca.

I found the issue with my computer.
I have TC4400CA.
I thought that the Bluetooth driver upgrade caused the blinking window.
But it wasn't. Since I also upgraded my TI SD Card reader, it turned
out that this driver maybe problematic. I wasn't able to read SDHC card
before, but now I can. But now I can't read the regular SD Card.

So, I'll see if I can re-install the driver again.

But looks like I found the culprit.

My point is if you're having this problem, it may have something to do
with either your driver that you just upgraded or changed, or with the
services. Think back to what you just changed.

This has been haunting me for some time now. It seemed to be resolved
by a reboot about 1/2 of the time. today I closed logitech setpoint
application and it stopped. I suppose it is the setpoint application
that is at fault here. The mouse and keyboard work fine without that
application but you just loose some of the customization options.

I am 100% ensured this is a bug with the MSIEXEC.EXE process. It start
every time I run the Outlook. After minutes closed outlook, the
msiexec.exe stops and the blink stop as well.
I have no permanent solution for it but closing the process in the Task
Manager will stop the blinking.
Not sure if the issue start after install the Outllok Connector to get
the hotmail messages on outlook.
