Windows built in bluetooth control panel

I read in another post on this forum about the "Windows built in bluetooth
control panel".
I am however unable to find it on my Dell machine that came with Vista Home
Premium installed.
Could somebody help me with this please ?

Unless you actually have bluetooth built in, or a bluetooth USB dongle, you
won't.
And if you have USB bluetooth (say Belkin or similar) you need their drivers
as well.
Only then will you be able to access Bluetooth properties.

When you install a Bluetooth device and its software, the
icon will appear.

It appears automatically with a MS bluetooth dongle.
