Windows Cannot Complete Installation In Safe Mode

Hi, i have a Packard Bell laptop with Windows Vista

The graphics card on the laptop is no longer working. The laptop halt
at a black screen when loading windows, however was working perfectly i
safe mode.
I spoke to technician who said to reinstall the operating system, so
used F8 and then chose 'Repair Computer', then selected Packard Bel
recovery and chose to reinstall my laptop, which completed successfully

The laptop restarts, and as it cant get to windows it can't complet
the operating system instalation, i try going into safe mode which load
but i get an error saying something along the lines of 'Windows canno
complete installation in safe mode. Shut down and try in windows'. I a
stuck now and can't use the laptop at all. I want to be able to use th
laptop atleast in safe mode, so need to complete the vist
installation.

I can access the Command Prompt by through F8 and then choosing 'Repai
Computer'. Can i use the command prompt to complete the installation.
Or is there any other way I can complete the installation?

Possibly , a bit late now , but when things go wrong 1st thing is to
do a system restore to when it was working . If that does`nt work then
work on different ideas .
