I've been getting the following message when I open IE or folders:

"Please wait while Windows Configure search Settings 1.1."

Then:

"The feature you are trying to use is on a network resource that is
unavailable.Click Ok to try again or enter an alternate path to a folder
containing the installation package search setting.msi in the box below".

When I do that, I get the message " Searchsetting.msi File Not Found." Error
1706.No valid source could be found for product search setting 1.1 Windows
Installer could not continue.

I tried do a system restore back before this started happening but I'm still
getting the message.

Any suggestions?

It sounds like you need the Windows Installer CleanUp Utility:
http://support.microsoft.com/kb/290301
