Windows continually restarts.

I'm operating XP Pro and installed SP2 with no apparent problems. I
subsequently downloaded Microsoft GDI+ Detection Tool (KB873374) and a couple
of Office updates on 9/15. Since then, I can't turn the computer off through
the Start menu - the "turn off" button triggers a Windows restart. Also, I
can't do a system restare - the restore points are listed but the restore
cannot complete. Any ideas? Can the KB873374 update be backed out?

The Microsoft GDI+ Detection Tool is an ActiveX control
and would not be the source of your issue. I would suggest
