Windows Defender in Vista

The Security Center indicates that Windows Defender is turned off. When I
try to turn it on, a dialog opens and the program searches for updates.
Another dialog displays that indicates no updates available but the Security
Center will still not indicate that Windows Defender is turned on and active.
Does anyone know a fix?

Microsoft has established separate newsgroups for Windows Defender support
and comments. This is not one of them.
