I have had this exact problem, where somehow, loading Digital Locker on
vista shows up blank with just the frame showing. Strangest thing ever.
I've found no fix to it but to do the following (somewhat of a task but
if you want Digital Locker to work then...):
1) Create a new user account with Administrator privelages using a
temporary new name.
2) Copy all your user files over from your original account to the new
one. (including your favorites in IE or wherever and Music/Video/Picture
files)
3) Delete the old account, then change your temporary new name back to
your original name.
You will have to re-set certain Settings like Internet Explorer and
such (if you use IE).
If you DO use IE you may notice it presents you with the
microsoft.go.com/runonce thing annoyingly and it will seem you cannot
change this. It's a Registry tweak.
Fix it following the directions here:

Now, your Digital Locker will work. It takes creating a new account and
some file copying, but it's ODD that it has something to do with the
User files.
Certain shortcuts in your Start Menu may also have to be re-done if you
installed programs for just the user and not All Users, so that will
take some adjusting as well, f.y.i.
As well as all settings initially created for you as the user. Desktop
wallpaper, Icons hidden in the taskbar, specific display settings like
animations, colors, etc.
It will be as if you're logging on to Windows for the first time -
F.Y.I.
If you want to obviously keep your original account User Name, after
you're done copying all the files, delete the OLD account, then change
your username back to your preferred name in User Account settings.
Easy enough.
